First HUGE mistake is that you’re not utilizing the peri workout nutrition window. When you want to lose fat the only place I would put the carbs would be pre/intra/post workout… Most of them during the workout.
Get some money together and invest in Plazma, nothing can replace the results from this. If I were you I would treat it as “food money” because it is a main part of your meal plan, same as spending money on steak and rice for example.
Reduce total fat intake, it’s way too high for a fat loss diet.
Not sure how your training is but judging by your bodyfat level I would suggest to add some HIIT cardio 3 times a week.

Unfortunately, due some personal problems (which I prefer not to have to go into detail) this is as much as I can invest in now (everyday food). When things change, for sure this is an investment I am gonna add into my budget.
What do you say about my food choices? Is brown rice or oats post workout ok or should I change it for white rice for example? How could I better organise my meals and how much do you advise me reducing my fat intake?
By how much should I reduce my carb intake on my off days?

Food choices are fine… I would use faster carbs like white rice post workout.
Like I said before, the only place I would put carbs is pre, intra and post so anywhere else you have them I would cut them out.
How much to reduce your fat would be tough for me to answer exactly because I don’t know your body type and how you are reacting to different food types. Best suggestion I can give is to hire someone to help you with a diet plan. You are missing very basic things in this diet in terms of meal timing and amounts and these can be designed specifically for you by someone knowledgeable.
