190 at 3% bf which is basically the lowest you can be is around 184 lbs lbm. I’m 6’ 210 12% thats that means my lbm is 185-6lbs. So how is somebody that size more muscular than me? Maybe more cut, but there is no possiblity of more muscle.

True but appearance counts for a lot. “Muscular” doesn’t mean the quantity of muscle. It really relates to the appearance of muscle, at least in my book. I didn’t say “strong”.

If you’ve only been lifting for one year how much bulking advice can you really give? At most you’ve gone through two bulking cycles.
I don’t think you can call it “bulking” when you aren’t lifting weights.
