No matter how many filler bags I use for my sandbags they always tear open and make a mess. I am trying to think of a way of having an adjustable sandbag/stone. I have two 50lbs sandbags that I used tire inner tubes for that seem to always hold up that I can throw in my canvas bag. I also have a bunch of empty whey protein containers in the garage that I could fill with cement and place in the canvas bag.
Is there any down side to this idea or any other suggestions you could give me?
I made sandbags by putting 20lbs of Sand into a heavy duty trashbag then wrapping with heavy tape. I then added another heavy trash bag and more tape. I can fit up to 6 into a canvas bag and haven’t had any issues with the bags ripping open.

The bags they use to sell off-cut firewood? Some of these are plastic based but strong as an ox. I have a few DIY ‘atlas stones’ where I wrapped 45lb bags of cement mix in plastic tarp, duct tape, canvas bags (x2) and more duct tape. A little overkill but they haven’t torn yet.
I use a hockey bag and filled it with road sand bags to be adjustable. The hockey bag has to be durable enough to get tossed around with skates in it, so the sandbags aren’t much for it to contain. You can leave the straps on and host it onto your back for some weighted cardio if you are so inclined.
