You guys think this is mostly a muscle, hormone or diet issue. One guy where I train said I t was just water…

I have that problem too, especially when bulking. It is probably not as bad as you think, i know when i look in the mirror, i think it is a lot of fat, but people in my gym tell me i have no fat at all there.
It is most likely water since you are at 10%. It would probably start to go away if you went real low carb for a few days.
