Keep Cutting or Start Bulking?...PLEASE HELP

I have cut down from 200lbs and am now 165lbs It took me about a year, I am pretty lean but have never been able to get rid of the rest of my lower back fat and around my lower abs, I can slightly see my upper abs tho. I eat very clean usually, and understand that the abs are the last area to shed fat from, I know I am relatively lean, not positive of my BF% but I can see the veins in my biceps somewhat without flexing,(ive heard that is an indication of having a low bf,) I have been cutting the majority of the time since I lost the weight to try and get the lower abs to show and have tried everything, and dont know what else to do. I have decent size, or good for all 165lbs of me haha, but was thinking maybe I should bulk to put on muscle for my abs to show?

I have tried carb cycling along with a low carb approach…a few fat burners and creatine

What do you guys think?, should I continue to cut or start a clean bulk. I am all out of Ideas and who love some advice, also if Thibs could shed some light on this, It would be awesome!!!
