You can do either (aside from some scenarios), the book shows you how.
Would it be a military press if it was seated? Standing has advantages over sitting/kneeling/whatever IMO but in the end, you must justify the movement in terms of a performance goal.
In the book he has the opposite exercise for volume, so 5/3/1 military and then 5x10 bench. I highly encourage this as it cuts down on boredom and doesn’t beat you up on the same lift too much. Plus, you get more frequent practice in the lift. I am in month two of the challenge and loving it.
