I don’t see what’s so complicated about your problem. If you have body parts that are responding faster than others, that’s normal.
If you’re happy enough with the development of those quicker developing body parts, then you just answered your own question.
Lift only enough to maintain your better bodyparts. Keep focusing on your lagging bodyparts until you’re happy with them as well. Just be patient.
You’re also not going to be able to make much of a difference in your lagging body parts without putting on muscle all over your body either. If you want your weak points to be a LOT bigger, you’re going to have to suck it up and put on muscle everywhere.
Remember that your body won’t let your muscles get too far out of balance. If you’re ‘happy enough’ with your legs yet want your upper body bigger BUT your body has decided your legs are NOT developed enough, your body will stonewall any gains you’re trying to make. Your body won’t let you easily develop a top-heavy, out of balance physique.

I have to chuckle sometimes. It’s not that every one of these guys are idiots or don’t have legit goals that are just different than mine, but I AM starting to wonder what attracts people to T-Nation.

If I were one of the site honchos for T-Nation I think I’d be in a bit of a conundrum. On one hand from a strictly business perspective traffic is nearly always good. On the other hand advertising revenues aren’t an issue so it doesn’t matter as much.
Back to the first hand they do sell supplements and their partners, however loose, also have an interest so traffic is still key. On the second hand again though I’d assume some semblance of a certain type of presence is important to maintaining image and stature.
It’d be fun to be a proverbial “fly on the wall” and hear what the suits talk about in their director’s meetings.
I’m not saying this is good or bad and I have no way of knowing for sure, but I suspect that the “more eyes is more important overall” view prevails. Not that they ever would, should or even could do anything to change it anyway.

Heh. Could’ve fooled me. I agree that your body will only allow you to get so disproprotionate before your upper body stops growing if you neglect your legs. But I see plenty of guys with reasonably solid upper bodies teetering around on toothpicks all the time

Yeah, I think so. Madonna’s hawt. Did anyone see her in that purple leotard thing at some awards show? Lean, tight, sculpted, with some muscular development, but still feminine. Her body’s better than 90% of women half her age.
