sorenes = good?

Usually I determine the effectiveness of a workout depending on how on sore I am the next day, is this a correct way of judging things?

Not unless you also judge how much fun your having by how hard you bash yourself in the head with a hammer.

Read the training articles on this site. Every coach just about has said that soreness should never be the goal of training.

no

actually being too sore is not good because it indicates severe muscle breakdown and that means long recovery times. You should judge the progression of your workouts and not just what happens in and or from a single workout itself. laters pk

i get sore delts when my roommate punches me in the arm but they never seem to grow

No. While soreness is not all in all a bad thing. Your best sign of a good workout/workouts is that you are consistantly progressing in your workouts.

If you can lift more this time than last, then you have made progress.
