Okay so…my main problem is im currently the JV quaterback and a VERY slow one. My coach INSISTS that if i want to become good i need to become faster MUCH FASTER but im also working out 3x a week with a trainer. What do i do? Can i do Cardio / Sprinting WHILE bulking?
P.S: MY body type is between Mesomorph / Ectomorph

Ask your trainer - you are paying them for their expertise are you not?
Figure out what you mean by cardio. It’s very rare that a qb will have to run 50 yards, let alone for 20 minutes. How long are you running and why?
HIIT training will address your fat loss needs along with offering you some sport specific training (the fast sprints). If you eat clean and lift with intensity you will improve your speed.
