well i practice more sprint technique and form considering running! For a female athlete a 28 inch vertical is pretty decent especially at my height 5’5. I am tryinh to increase it to a 30 but its going to be hard while cutting weight

Mmm… if you mantain your strength and muscle mass while reducing your bodyweight, I think that your dash and jump will automatically improve, not the contrary.
You’re lean…
Add some BCAA’s and keep doing what you’re doing.
Some more mass wouldn’t hurt.
