I need to buy some more plates soon, was wondering if anyone could suggest some brands that are reasonably priced but are still good quality. I am working out at home and I have neighbors below me so I wanted to get rubber plates both for my floor and to not hear their complaints.
I bought some 3/4" thick rubber mat tiles from We Sell Mats (or something like that) although I haven’t had a chance to lay them down yet. 439 for 210lbs with free shipping isnt bad

I haven’t bought plates in a while, but that sounds on the high side. Does it come with a barbell? Usually if you can find them local it saves you from being raped on shipping charges.
For a home gym, any plates you can find nearby should do just fine. I’ve had a set of Cap Barbell plates that have lasted over 12 years and survived being kept in a moldy/humid basement apartment and being kept outdoors covered by a simple tarp.
Try Wal-mart, Dick’s Sporting Goods, Costco, whatever store is within driving distance. Also check out your local Craigslist. You never know when you’ll luck out.
Good luck cushioning the floors though. Even with mats, rubber plates, and delicate lifting, I’d expect the downstairs neighbors to notice. There’s no backyard or outdoor space where you could set up?

I live in one bedroom condo in downtown Chicago so no backyard. I managed to setup a power rack in my bedroom with just enough room to do the main lifts, and in my living room I have a freestanding pull up station and adjustable dumbbells, so I’ve already maxed out all my space.
I bought a barbell set, Troy’s VTX, came with some plates but wasn’t enough, so I already have the barbell. I don’t drive so transportation of the weight becomes and issue. Maybe I can find someone on Craigslist to drive them over.
