I was wondering if, in your mind, these jumps help develop explosive hip power any better than olympic lifting versions, such as cleans or snatches from the hang or blocks.

I’ve never seen any high level athletes use these with any regularity. It’s a trick movement IMHO especially if you do them the “cheated way” which is to be on your knees BUT be on the tip of your toes.
I seriously doubt that any of the top westside powerlifters do these in their training.
If you are talking about shin hops, they are great plyometric exercise. I would never add a barbell or anything stupid like that… just stick to bodyweight and use progressions… shin hops, shins hops to broad jumps, shin hops to box jump, etc.
