I want to bulk but not put on weight really meaning I guess lean out but put on muscle. Right now Im 170lbs I would like to stay around there but just get bigger, I estimate im at 13% body fat I used to be 7% but well you know.
Can I get any tips on this?

So you want to bulk, PUT ON muscle, lean out and stay around 170? HMMMM…you really need to re-think your statement.
In order to actually BULK and BUILD MUSCLE you’re going to need to put on weight. Muscle does weigh more than fat, you know that right? So it would be almost impossible to gain muscle without getting heavier. And if your goal is to lean out/cut, all while bulking, good luck with that unless you’re on AAS. And even then you’re going to gain some body fat.
So what is it you actually want to do?
Your profile says you are 6’1 152 lbs, if this is the case you need to pack on about 45 pounds to look halfway decent. Eat a shitload of protein and lift heavy ass weights…PERIOD!

Amen! You got work to do. Dude that didn’t make sense bulk and not gain weight. You gotta eat, eat again, and then eat some more. Try to get a small meal every two hours regardless of hunger. Bulking doesn’t mean, “I can eat like a cow” it means that you take in excess calories over your daily maintenance calories. Said calories must be from quality sources. Your training has to be blood and guts or else you’ll simply get fat. You will gain a little fat but you can tune your diet down or do more cardio work. My two centavos.
