Calves are the hardest for me. I used to train them hard as hell. More weight than anyone else in the gym. High frequency. They just don’t grow enough to justify the time I have to put into them.
I used to think my forearms were sticklike until I saw myself on video tape. They actually looked pretty good.

Schwartzenegger said calves and forearms are mostly genetic, and I tend to agree. I’ve known guys in the 6th grade with monster calves, and even girls, the same, and guys who work out and run like crazy with no calves at all. Myself, I’ve blasted my calves and forearms pretty severely and seen very little growth.
Some people are saying lats, which I find kind of strange, because mine have always grown easily.
Calves, forearms, neck, and triceps have always been very stubborn for me. Lats and quads and biceps femoris have always plumped up surprisingly quickly on me, especially since I’m such a classic ectomorph that I can’t even count the number of times people have asked me if I run marathons.
The calf muscles and the ab muscles are built for endurance so they don’t grow as fast for power which is size than they can for endurance. So the abs and the calfs should be trained solely for endurance.
I agree that the sphincter would be one of the hardest muscles to grow.
Although you can’t see it.
I would say the Scrote is the most difficult to grow. I want the biggest balls of them all!!
Aside from that, either my right trap (stupid muscle imbalances) or hams (strong enough, but not big enough…like my ex-girlfriend used to say). (okay, that’s enough self-depricating genital humor from me, thanks, g’night.)

I think you must be my body-doppelganger!! 17.5 inch calves too. AND my VMO also has trouble growing (which has caused me patella problems). I used to do loads of mountain biking when I was a teenager and my quads and calves just got huge. It’s funny how my quads deflated when I gave it up but my calves stayed quite big. And yep, I look quite ridiculous in shorts too.
My hardest body part to grow is chest. It simply refuses to catch up.
