The collar came unscrewed and the weighted part won’t go back in far enough for me to screw it back on. I’ve fiddled and twisted it every which way. What the heck am I missing?
You might just want to buy a new bar. I never saw a bar that had a collar come off and then NOT have it continually come back off over and over.

It comes loose as a matter of course and I’ve been screwing it back on but someone used it over the weekend and didn’t know it had to be continually tightened.
That happened to my first bar. I had it welded back in place, because screwing it back on wouldn’t last. Eventually I replaced it with a bar rated to hold 1000lbs, so I won’t have any worries any time soon.

Yeah, but I can’t even get that other part back in far enough to screw the collar back on. It was in there to start with, why can’t I get it back in?

Can you disassemble that collar any more so? Check if there are any key seats not matching up and then reassemble?
If not then go find a big hammer. A big enough hammer will fix any situation.
If you do get it back together add a little Lock-Tite to the threads and it won’t unscrew anymore.
