Only you know how strong you are. Try this, go to the place you intend to procure said tire from, and try flipping a couple different sizes. Go with the heaviest one you can use.

I like using the whole wheel off a 7-ton, but that’s just what I have lying around.

Really depends on what your purpose is. It might seem logical to say biggest one you can flip. But again what’s your purpose. If you are looking for GPP which would be better for you to flip a heavy tire once or twice or a somewhat lighter one 10 times? If you are new to tire flipping and need technique assistance and practice a near max lift tire would not necessarily allow you enough repetition work to learn the movement.
Find out whats best for you and depends on what you’re after. BUT i have found that a 400lb tire seems to be a solid starting point, for a diverse bunch of athletes.
23.5 - 25 should be between 400-600lbs depending on tread condition and thickness. That is what I recommend. NOT a radial as that will be a lot heavier A radial will read 23.5 - 25R

Excuse my ignorance but is that 23.5-25 inches? Inside diameter?
it is inches, it will say it on the side of the tire, or if you call a tire shop ask if they have any old tires of that size they would get rid of.
