Yes, all skinny people’s shoulder blades do that. It’ll go away with about 20 pounds of muscle.

In that same time period, how much has your strength improved on the basic lifts?

Start properly lifting weights and eating. Give it a year.

Eat more and lift more. It helped me to finish every session with 8x8 lat pulldowns, but you could also try 10x10. I also did supersets of dumbbell pullovers with pullups.
you look like a kid who doesn’t eat enough, and hasn’t invested much time or effort in lifting weights. The way you fix your back, and everything else that’s lacking in your physique, is by eating more, working out for many, many more months and years, and working hard while you are in the gym.
you’re also getting caught up in obsessing about minutia. Your last thread was about uneven pecs, and now you’re analyzing the shape of your shoulder blades. It’s nuts, man. Just pick any of hundreds of reasonable weight lifting programs that are out there, and build yourself a suit a of armor!
Is this the guy who was calling himself a freak because pec 1 was 0.0002" in thickness and pec 2 was only 0.0001"?
Looking at your back makes the other symmetry problems make sense. The small muscles of your scaps are weak and out of balance, making your scaps elevate and rotate, which puts your gleno-humeral joint into a poor condition to develop your chest symmetrically.
Doesn’t change the fact that you should eat and lift more. In fact, it probably makes it even more important.

Why don’t you just stay on here, make a log, and watch yourself grow? Run one of the programs people suggested. You’re not gonna help yourself by leaving now.

First, it’s not how the forum works and it’d be a giant flaming ‘screw you’ to every person who’s taken the time to give you advice over the last few months.
Second and more importantly, you’re going to spaz out again sometime down the line and you’re going to have more questions along the way. This place is the best resource for someone in your position.

I agree with @flappinit. Start a log. Run a 5/3/1 program and eat! You might even surprise yourself.
I took me 3 years to be able to do one pull up! My first post on here people said I was weak! That was NOT what I wanted to hear. You can let people’s words knock you down or you can let them motivate you! Your choice. Just because it’s not what you want to hear doesn’t mean it’s not the truth. Nobody hear is making fun of you for starting point. They are just trying to help you. You are obsessing over nothing.
