Tempo Prescription Confusion

Regarding the implementation of tension protocols: Common sense shows that the last concentric reps of the set are performed slowly. So, if the protocol calls for a 301 tempo, and I am training to failure, I obviously cannot make those last few concentric reps in the one second time allowance. Is the prescription just a general rule for the reps that can be controlled, or should I stop the set when I can no longer comply with said cadence (as many proponents of CAT training say when the resistance can no longer be accelerated appreciably)? Also, would that not mean all difficult reps are always performed explosively (X), to accelerate through the sticking point? I have read through Poloquin’s “Principles” book several times, yet have never seen a direct addressing of this issue.
