No. You don’t have anywhere near an appreciable amount of muscle.
You’re an inch shorter than me, and when I started lifting I weighed 150 lbs and had 14" arms (when I started!) A lot of younger guys see pics of themselves and misinterpret good lighting and natural anatomy with having a respectably muscled physique. If you realize that everything gets smaller when you cut, how impressive do you think your now 13" arms will look?

I think moving the shirt (or whatever it is) will greatly improve the visibility of your abs in just a couple of seconds.
On a more serious note - no. Don’t cut. Give it all you’ve got in the gym and eat clean and you will not have to cut for a long time. And by then you’ll be much bigger.

Looking mad swole bro i say cut down to around 130lbs over the next 6 weeks to lose all that fat and then look to add around 0.5lbs or so of MUSCLE per month.
I was in the same boat as you brotha, except I was an inch shorter and weighed about 145 lbs. So what did I do…posted a pic, pretty comparable to the one you posted actually, and listened to all the exceptional comments concerning how large I was and that I should def cut. Well good thing I listened to what people had to say on the internet, because now I’m still the same height…but I’m about 130, 129 on a good day. I’m so shredded. I may not have 14" arms, heck I may not even have 12" arms…but I’m cut man…CUT!
