im pretty sure its not body fat but when relaxed my abs kinda hang down. when i tense them they look normal.
it may just be fat but does this happen often and if so can i correct it?

Not sure that I understand, but my first impression would say that it’s: bulky abs + body fat, genetics, or perhaps something to do with your spine and/or pelvic positioning.
The last bit of fat on the lower abs is some of the hardest fat to get rid of for some people. I’m sure its more of a bodyfat issue, then ab deformity.
I seem to have saggy lower ab fat its a pain in the ass. I can shake up and down in the mirror and see a wonderful looking 6 pack but standing normal theres like saggy shit. For some reason when I do ab work like throw downs or hanging leg raises the middle of my abs like sticks out like something is going to pop out of my stomach. I have a strong mid section but what is up with that does anyone else have that?

I dont think so its not like my whole stomach is sticking out, its right above my belly button and when I work my abs it looks as if you took the letter U turned it on its side and stuck it on my stomach if you can picture that.
Back when I played football we were always squatting and deadlifting and cleaning heavy along with ab work 3 days a week could it be from doing that much work that hits my core section.

THat sounds like it could possibly be a hernia, you might want to get it checked. Hernias aren’t always detected by the ol’turn your head and cough test. They can occur anywhere on the abdominal wall and don’t always hurt , until they rupture.
I could be way off , but if something is sticking out I would get it checked out.
I just looked at some images of Hernias on the comp. It doesnt bulge like most of them I see. When I stand normal It goes back in but When I contract My abs usually only when I do lower ab work like hanging leg raises and throw downs does it pop up.
