It would be a good warm-up exercise?
A True Reverse Hyper MUST involve your feet swinging so far forward that they come in front of your face. This is what allows the spine to get fluid and is the entire reason why the exercises is theraputic. That, and there is some sort of external resistance that creates spinal traction to enhance this.
So no, that version of the reverse hyper is missing the 2 most critical elements that make the reverse hyper what it is.
But Don’t worry! A Power-Rack is all you need for WS4SB. You can do Romanian Deadlifts or the Dozens of different types of Good-Mornings as your Posterior Chain Exercise.

Straight Leg Good-Mornings
Sumo Good-Mornings
Close-Stance Good-Mornings
Concentric Only Good-Mornings out of Pins
Chain Suspended Good-Mornings out of 3/8ths Chain
The list goes on!
These are all way, way better than that swissball thing.
