Yep. Just 100g of oatmeal is not 100g of carb. 100g of meat would be somewhere around 28-32g of protein depending on the source. And the 100g of oatmeal would be about 75g of carb.
at least you are gaining strength which means you are doing something right with your training and protein in take. Not gaining any appreciable muscle size is due to not having enough calories. play with either a carb or a fat bump up and see how that works. In your case, low test, i would say add another 50-100 gram from good fat sources and see where that will get you. add some red meat, some cream in your coffee, some olive oil, whole milk, organic eggs (I think the best source) and go from there.

I just wanted to comment on the prison thing. You do realize that prisoners have access to the canteen. They eat the normal meals in prison, but they do have access to other foods as well. Many also have protein powders as well. Drugs are available too. It seems strange, but lots of drugs move around prisons.
How do I know this? My Dad got six years in prison (served 3). This was over 12 years ago, it all happened when I was in High School and College. He worked out with some of the bigger guys, and he told me about some of the stuff I mentioned. He was in a Max/Supermax prison, so even in places like that these options are still available. He actually was is CCI (in WI) for a bit as well, this is where Jeffrey Dahmer got killed. It was sad too, since my Dad was in for a white collar crime, but all the minimum security places were full.
As for the cost of food… beef is cheap. Pasta is cheap as well. I have been hit by this recession as well, so I know it can be difficult. You can get fresh chicken at Walmart for 1.78 a pound as well. SO yeah, you can eat 5k calories on a budget.
So yeah, Rip is right! Eat and grow, simple as that.
