you might be able to get some limited amount of tricep growth I dont think your biceps will get bigger just keep focusing on rehab for your elbows until you can curl and bench/ tricep movements
however you can still do squats and deadlift’s aparently. work on your grip and get bigger forearms wrist curls shrugs light pullovers and your arms should grow when the rest of your body does there are lots of people with desk jobs who have good arms who never lift
but I think the best idea for upper body for you would be pullovers if you can do them that should add size all over arms, shoulders, back
