Muscle Damage and Muscle Soreness

Regarding both muscular hypertrophy training and muscular strength/power training, many trainees and coaches say that soreness shouldn’t really dictate the amount of recovery days you need and that you can work through the soreness as long as you give those trained muscle groups at least 48 hours of rest before retraining them again. However, I thought that you are supposed to be completely recovered from muscle damage before training those muscle groups again. Does muscle soreness not necessarily imply muscle damage? Any help would be greatly appreciated.
