For an athlete, the off-season would be an ideal time to do it. For regular weight trainers, anytime you want to start a new cycle this is a great way to get things in order. I almost always do the dynamic flex/glute activation first and foremost in my workouts, regardless of the time of year, though.
With the static stretching, I agree with DeFranco. If you check out my “Hardcore Stretching” article, I say 4-6 hours after (or something like that), but I typically do it about an hour before bed. This works best for me; when I’m done, I’m much more relaxed and sleep much better.
