4.9 at 14 is great speed, definitely considering you probably haven’t had adequate coaching on how to run a 40. You’ll get a lot stronger and faster from just age. Just keep working hard and reading this site. I wish I would of found this site at your age!
I’d recommend step-ups too, they have pretty good carry over to the track.
20 rep full squats are your friend. Drink half a gallon plus of milk a day(choc is what I drink). With drinking half a gallon of milk a day I put 25lbs on my bench in a month. With the full squats your entire leg will get a huge workout.

I think in the short-term, you will lose speed, but it seems like you are a rate-dominant athlete (just based on your build and the weights you put up), so I think increased muscle mass will ultimately result in more speed.
Don’t be afraid to try 20 rep squats for a couple months (I don’t know how long the actual program is). Most athletes divide things into phases, concentrating on only one thing per phase. The 20 rep squat program could be part of a bulking-type phase for you.
Looking good buddy. You got a good work ethic for being so young. I wish I started that early.
If your looking for mass, first things first is your form.
If you got your form down, get to the heavy shit. Ecspecially in the offseason.
