i hit the gym 7 days a week 6 of those being weights one being just cardio i start monday-chest, triceps, tuesday-back, biceps, wednesday-legs, shoulders, then all over again tell sunday what i want to know is how do i get rid of the fat under my pecs, my upper and middle pecs are rock solid but i just cant seem to get the bottom to tighten up any suggestions?
Decline to work the lower pectoral and diet/cardio to drop fat. But working out 7 days a week is a little much. your body is not recovering. You need to do a little more research on your split and rest days. Also make sure your diet is in check.

Fat under pecs? Sounds alot like estrogenic fat storage to me.
What is your physique like? Athletic or chubby? Played about with steroids?
