People should stop thinking in bulking and cutting terms. Just eat enough to grow and work your ass off in the gym.
After 2 years when you’ve gained 50 lbs of muscle then you could consider lowering your bodyfat.
You have no muscle so anything you do at this point is generally gunna work. Lift and get a decent diet. When your progress stalls(which shouldnt be for at least a few years), then start eating an excess of calories(good nutrient dense calories that is).
You are a blank canvas, if you put in the work you can radically change your body, but it does take time.
Read all the articles in the beginners stickie at the top of this forum, you will learn lots of useful info that will keep you going for ages.
Pick a good basic balanced prog something like Ripptoe’s Starting Strength:
Learn good technique and keep adding a little weight to the bar.
Use the ‘Search’ on this site and come back and ask questions for anything you can’t find the answer too.
I think you are making a classic mistake of training for size. You can’t really train for size effectively if you haven’t trained for strength. This is a good article and video from men’s health that outlines said pricinples.

OK, this is my last question (hopefully) for a while. In this picture: http://i27.tinypic.com/98eyq8.jpg
my scapula (or whatever that bone is), is sticking out of my back. What muscle could I build to prevent the appearance of that bone? And what kind of exercise can I use to train that muscle?
Do wall slides (what are those called?) and foam roll your thoracic spine, before doing lots of pulling exercises, making sure you get scapula retraction. Tennis ball work on trigger points around the scapula, pecs, and front delts can also help. And make sure to take a big breath, filling your rib cage with air, before each lift. You should feel the rib cage expand backwards in your mid-back area as you inhale.

If you choose a balanced prog that has alot of Rowing movements and add in some of these scapular exes, this will sort itself out as you get bigger. Make sure you do more rowing moves than pressing moves in your prog (2:1 ratio).
