Joe Kenn’s Tier System Without Periodized Seasons?

Hello all! I recently read Joe Kenn’s strength coaching playbook and really want to give the tier system try. My question is how to implement this program for someone from the general public (non competitive athlete). My questions are in regards to performing the program when not periodizing around seasons. Like what rep ranges and such and how to structure everything for someone looking to get stronger and improve conditioning. Any advice is greatly appreciated!!
