Is This Normal 16Y/O Male Bone Structure?

Typically a person’s ratio of fast twitch to slow twitch is about the same throughout your body.

IMO, you have a good likelihood of being capable of putting on some serious muscle.

How are your quads untrained if you’re a varsity level sprinter?

I highly recommend you shift your focus from how you look to what to do. It is not that important where you are today - More essential where you are heading. Set the trend with a proper direction/mindset.

Start by deciding a good template/program to follow, depending on your time to spend on lifting weights and access to equipment. Also, it needs to be meaningful to you (fun) in order to keep doing it over months/years. This is a lifestyle you choose, not a quick fix (which it never is). Don’t overthink it - just integrate it as a part of your normal life.

What are your experience re lifting weights? Do you need training instructions? Where I live (Sweden) a lot of gyms offer introductions (not the same as personal training) - and also you may address this question to an interested physiotherapist which may be inexpensive.

If you play varsity sports, you have coaches. If you have any hopes of playing at a higher level, I’d start with them. If we start telling you to do heavy box squats because that’s our bias, and you lose a scholarship opportunity, that’s not a win.
I’d wager your track coach is well-versed in adding some muscle. He can at least give you some guidelines.
Aren’t you rolling into basketball season in a couple weeks anyway? A dedicated off-season is your opportunity to build muscle.
We can certainly give advice and help steer, but we need to know the destination. Knowing you’re playing two varsity sports, and are either currently in or about to be in season, is much more pertinent information than your hip width.

When are your competitive seasons and what do your coaches have you doing? I think any of our suggestions need to be secondary to that.

You aren’t holding a shoe.

I can’t give you any real answers until you take a picture holding a shoe.

It is the law.
