Im planning to starts HIIT soon but i dont want the runner to inhibit my muscles gains.
So in short can I do resistance and HIIT and still have muscles gains?

Yes but Id try and have a rest day between HIIT is well High intensity it requires REST and recovery much like resistance training if done proper with HIGH intensity

so our saying i can do it but have a day between HIIT and Resistant.
OR a day between each HIIT session
like:
Mon ME upper day
Tues HIIT 20 sec sprint 60 secs rest x15
Wed ME lower day
Thurs HIIT same as Tues, maybe a little less intensive
Fri Rep day
Sat off
Sun HIIT same as Tues

Im saying you can do both HIIT and resistance training but have a day OFFFFFF between then if you are giving HIIT the Proper attention and intensity it deserves well as your resistance training.
So if you do a Lower body w/o you need a day off at least prior to an effective HIGH intensity sprinting session for MAX performance same with HIIT if you do HIIT take a day OFFF from lower body at the least prior to a lower body resistance day they will hinder one another.
another option I find works is also doing a lower body w/o and HIIT then later the same day man it totally wipes out the lower body but you are not sore with DOMS yet and then give your self a few days OFF from lower body work
so in short I personally thing th plan you wrote is not great for building muscle and performance.
it would be better something like this

Tues ME Lower day PM HIIT
Wed Off/low intensity cardio
Thurs HIIT
Fri Rep day UPPER (Is this lower body as well??)
Sat off
Sun HIIT same as Tues
Something like that if your rep day is upper and maybe Light LIGHT lower recovery work with essentially 5 High intensity lower session then youd be KILLING your lower body and have NO time to recover.
Now if your half assing the HIIT or the resistance training then hell go for it. Lift or do HIIT every day but if your giving the intensity it deserves at all worried about progress and performance then you MUST rest
