My question is,what should be the ratio of Hang Snatch to Back Squat for an athlete with the goal of building explosive power i.e. not proficient with Oly lifts,but using them regularly to transfer strength gains into power?
What should be the ratio of Hang Snatch to Hang Clean? 80 %?
Should an athlete capable of double-bodyweight back squat be able to hang snatch his bodyweight?

A good power hang snatch (I assume you meant power and not squat snatch) would be about 50-55% of your back squat.
If it’s lower than 50% (I wouldn’t “panic” if it’s 45-49%) it means either than technique is not efficient or that the person is stronger than he is explosive.
If it’s higher than 55% it means that the person is very technically efficient or that he is more powerful than he is strong.
