Speed pulls are to be done after your ME movement.
it looks like the ME and DE lifts are done on different days, then kind of heavy deadlifts are done for assistance work instead of reverse hypers or something like that. Its a pretty standard westside barbell style template, with focus on doing pulling. The 3 heavy sets of 4 look like they should be tough sets, not speed work.
I don’t understand what work up to 3 sets of 4 means.
Does it mean do work up sets until you reach a weight that you can do for 4 reps, and then do 2 more sets with this weight?

yes it does eg
1 x 10 @ 80lbs
1 x 4 @ 120lbs
1 x 4 @ 160lbs
1 x 4 @ 190lbs
1 x 4 @ 220lbs
3 x 4 @ 250lbs
