It could just be genetics combined with his wrestling. Mike Matarazzo, Vic Richards and Greg Kovacs all had 17.5 inch arms before training. Mike Tyson was a tank at an early age as well and mostly from hitting the bag.

For the record I thought the op was a little creepy too, and the kid is probably just bigger than average.
I do think that lots of people underestimate what can be achieved with bodyweight exercises (for all we know this guy could have been using weights too just not those lifts) and good genetics.
I always thought it was funny when I was doing my fitness cert that many training providers would put a minimum age for weight training and then say something like body weight exercises such as pushups pullups are fine.
Seen as most kids can do less than 10 good pullups, thats going to put just as much stress on the body as anything you would have a beginner do in the weight room. Add wrestling into the equation were hes throwing hes own bodyweight around.

I’ve noticed that people with a background in wrestling often get good results quickly when/if they start training for size and strength. I think wrestling is simply a good way to learn how to push yourself and train for real.
