When I sit up I have this POOCH, like an alien is under the skin. Can this be corrected with more abdominal toning or… ?

It is more likely calories in vs calories out. do a lot more let’s say aerobic exercise and over time the gut reduces.
If it is fat then like DeadKong says you can only get rid of it with fat reduction. If its something unique get it checked like Derek suggested. He knows those medical things.
If its just a weak abdominal wall, you could try working the lower abdominals. It could help tighten it up. Hanging leg raises and similar core/ab exercises that move your lower extremities towards a fixed torso will work the lower portion of the abs (lower rectus abdominus if you want to be fancy).
Probably wouldn’t hurt to try all that stuff. Get it checked out, cut some fat and work some abs.
