If it were not true then civil society could not exist in the first place.
The only thing that makes civilization possible is cooperation.
For people to cooperate it is not even necessary that they like each other. For example, it is possible for groups to trade at a distance and keep to themselves. What is required for cooperation is merely that people adhere, in large part, to the principle of nonaggression. If this happens then people can freely associate and thus cooperation and civilization is possible.
On the other hand, if society is overly violent civilization will come to an end.
