When Should I Realistically Start Cutting?

Hey, I’m the average 19 year old uni student who’s wondering when the right time should be for me to start cutting and get to a lean target weight.

I’d like to start by saying I’ve been lifting for about roughly 2-3 years, used to be a really skinny dude (140lbs 2-3 years ago), my profile picture is about a year and a half old and right now I am 5’11 175lbs.

After taking organic chemistry in summer school and fully recovering from a foot injury this April I stepped on the scale and noticed I weighed 158 lbs. At this point I wanted to punch myself in the face/ bulk. Since then, of course I have gained about 17 lbs and hope to continue bulking but am unsure of at what pace I should be gaining weight so I don’t end up just burning a load of fat when I DO cut. I’m willing to bulk all the way up until the summer I’m really not about showing off the six pack I just like lifting.

My life ideal would be a lean 185-195 but is there a point where bulking stops losing its purpose? Like for example when you do the same workout routine you start noticing less gains.
Thanks, if this is too vague let me know I’ll post any other info…
