I’m not sure what you mean by dumbest legal system.
California actually creates more case law than any other state. Why? Because California doesn’t bow to the “old boys’ club” and reacts to the NEEDS of her citizens.
We do have ridiculous lawsuits. The saying goes, “What does it take to file a suit? The cost of the filing fee.”

I’ve got family in Modesto!!! Same thing. Although with all the orchards and the irrigation canals I used to swim to my uncle’s houses and swim home. very cool.

Barstow is pretty shitty, too. Hell, all the “cities” in the Mojave suck.
