The best program I believe is the one where you go in the gym, and lift as heavy as you can for as many reps as you can, mixing it up now and again between low and medium reps.
Training smart is probably more important than any program, and can be applied to anyone no matter what their goals.
Save your nervous system and spread out the heavy movements throughout your workouts hitting upper body and lower body as often as you can rather than all at once.
