No, I don’t. You’re just too dense to get what I’m saying, so I’ll try another way. We are talking about Bolt’s capability to beat records of various distances and whether he needs to go “all out” to do that.
In light of the fact that Bolt is CAPABLE of beating the 100 meter WR without going all out, what makes you think he is not CAPABLE of beating the 60 meter WR without going all out? The point is that he is so damn fast that he need not go all out to break the record at any distance–60 meter, 100 meter, or anything in between. Do you get it now?

It has been said before, he would need to be able to get off the line. He needs quickness to get in and out of cuts. That translate in to quick change of direction speed. Obvioulsy balance and agility would be needed too.

First of all, it is a lot harder to get off the line then it looks. I’m not saying he wouldn’t be capable of doing that, but still. Additionally, the “run straight for 75 yards” would be pretty ineffective if you just rolled a safety over the top. You can be the flash, but you still won’t beat somebody deep if they have a 30-yard head start on you.
Finally, it’s damn hard to catch a deep pass; think of the velocity that the ball has to be thrown with to travel that far and it is fairly difficult to judge exactly where it is going to come down.

Yes, because defenses would never figure out that this one play was coming, jam him at the line, give him cushion, or bring a safety into his neighborhood.

They wouldn’t have to - the corner would back off ten yards and force him to run other routes. You know, route running - one of those skills.
Bolt has great physical tools, but would have to learn other things - yes, wide receivers actually are expected to block, for example - he’d be terrible at football.
