Sorry to burst your bubble but the police were completely useless. The only thing that could have saved lives would have been his victims shooting back.
Finland has a high rate of gun ownership because they live next door to a large militarily powerful country that has a long history of invading it’s neighbors and killing millions. Thousands died in Georgia very recently.
Guns are not the only weapons that can be used to try and kill people. Cars make good weapons too. Twice this week cars have been used to try and kill large numbers of people.

The terrorist, after crashing his black BMW into a group of soldiers and civilians in downtown Jerusalem Monday night, Sept. 22, was shot dead by Lt. Elad Amer, an artillery officer.
