If the USA had to wait for Congress to start any military action, that is a significant advantage to the enemy.
The USA has the largest weapon that the President has sole authority to initiate its use. The Nuclear Football. Just how ridiculous it would be to give that to Congress. Time would be at a premium. A quick decision is the treat of mutual destruction that makes it fearsome to the enemies of the USA. The USA could be victim to a couple waves of nuclear attacks before Congress would acknowledge a true danger had happened.
I understand the case with nukes and with defensive wars (I suspect POTUS donāt even need to lift a finger if USA would be assaulted, there are procedures for that in every country).
But for invasions and War of Agression itās more tricky.
