I’d choose the latter. If its good enough for Spielberg, its good enough for me. (see next paragraph) 
There are several films that are highly critical of the mindset I’m talking about. The film ‘Jurassic Park’ is an incredible criticism (withering in fact) of planned societies: We can’t even control a little island of dumb animals, yet we propose to plan societies for humans.
Look at last year’s stimulus package: They put out billions and it probably made things worse. Nancy Pelosi has an argument with her husband and the current legislation turns into a ‘rotting corpse’.
Life is a chaotic system. Attempting to plan it for human societies simply results in totalitarianism.
