“Spilling over” typically refers an athlete in a physique sport who consumes too many carbs, liquids, food, whatever it may be on the day of the show and doesn’t look as tight as they should have. In the offseason or during a “bulking” phase, that’s just gaining too much fat, and is individual for each person.
