Its true you tend to remember consistently bad tippers, and honestly they were so few and far between in my job that it really wasnt a concern. My main concern was serving a large part (bill over 100-150 bucks) and not getting an adequate tip because of the tip-out at the end of the night. My restaurant didnt auto-gratuity parties of 6 or more, so the incentive to perform very well for those parties was high.
As far as “taking care” of consistently poor tippers, you just move them to the bottom of your priority list. If a table needs something at the same time they do, the other table gets it first. I’ve never neglected a table unless they were downright mean or demeaning to me, at which point I usually go up the food chain.

this is a finer point for sure but “consistently poor tippers” can make you more money in the long run and are often a lot easier to deal with.

it isn’t the same thing (in my perspective) as usually a bonus would be quarterly or even yearly, even then only executives get bonuses where I work
in any case I don’t see a reform happening in the near to even distant future regarding the wages of wait staff.
I tip when I go out to dinner or coffee, I don’t usually put a tip in the booming population of tip jars.
