I wonder why the hawk was on the ground?
It was getting a rabbit. Depending on the device, in the very beginning you can hear the rabbit screaming.
It is suspected that triggered a protection instinct in the deer.

There was one on the net last year where a seer killed a rabbit. Picked up with her teeth and beat it to shit. I canāt find it now.
Victim blaming - Hawks should feel safe flying to the ground and not be worried that a deer is going to bludgeon them.
