Who pays for it? How do these payments truly help?

Shouldnā€™t more money be dumped into things known to help under served people like community centers, stronger education systems, better policing?

That will do way more than a payment that will get blown on whatever cool thing each person thinks they must have next (phone, TV, computer, fancy car etcā€¦)

I generally agree African Americans have been disproportionately affected by past actions/laws here. Payments to everybody simply because they exist as a person in a certain category solves nothing, but will buy votes for many years to come.
