Looks like it might be infected. Could be an ingrown toenail but looks more like paronychia (infected nail) - my son had it once. Maybe it’s neither of those things and will go away, but monitor the swelling and how it feels, and don’t hesitate to see a doc for some abx. Warm compress in the meantime can help.
