As for Cuba, maybe they have different rules for business investors but the point is that the economy as a whole is not reliant on US dollars. The government was working hard to get off the US dollar, which is why they were taxing the conversion of US dollars - they want Canadian dollars and Euros instead.
If they want US dollars then why would they go out of their way to discourage people from bringing US dollars?

Discouraging a conversion rate isnât about hitting foreign investment, unless you hit every conversion rate. Itâs about reducing tourism.

They have the highest inflation in the world, and it has been like that for years. When I was there they were switching from the old Bolivar to Bolivar Fuerte, which was 1000:1, they recently did the same thing again. Nowhere else on the planet has inflation like that. As for the ânew currencyâ you are talking about, Iâm not sure if you mean that or this mysterious âPetroâ which seems to have been all talk. Maybe something would have happened with it if the country wasnât in total chaos at the moment.
Regarding US involvement, can you really argue that seizing their assets (including Citgo) and blocking exports hasnât had an impact? I donât have time to look this up right now, but a while back there was an article about how Venezuela wanted their gold reserves back from the UK where they are held and the UK refused. The country is fucked because the US and allies have essentially cut them off from the global financial system, they canât even get an acceptable currency to pay their debts.
