I agree, keep cutting.
Given your body type, I would question whether you should ever “bulk.” It is possible to grow while staying lean. That may be a better idea for you.
Cut then slowly bulk back up. By dieting down you will know what works in terms of nutrition and have a better handle on it.

Is it fair to say you gain fat pretty easily? You look to have that body type, if so I probably wouldn’t ‘bulk’ but try to slowly gain quality weight. ’
